我(wo)所居住的(de)看京,昰(shi)北京國(guo)際(ji)化程(cheng)度很(hěn)高(gao)的(de)區(qu)域(yu)。這裏有(yǒu)很(hěn)多(duo)全球500強公(gōng)司區(qu)域(yu)總部(bu),常住60萬居民(mín)裏約10%昰(shi)外國(guo)人(ren)。每周末,我(wo)都會在(zai)看京各箇(ge)公(gōng)園之(zhi)間健走(zou),一(yi)邊鍛煉身體(ti),一(yi)邊觀察着城(cheng)市(shi)變化。
按理(li)說,中(zhong)國(guo)多(duo)數(shu)城(cheng)市(shi)已連續1箇(ge)多(duo)月沒有(yǒu)新(xin)增本(ben)土新(xin)冠病例。這箇(ge)熱愛自由、向往繁華、對标國(guo)際(ji)的(de)街(jiē)區(qu),應該全面解禁了(le)。但相反,包括很(hěn)多(duo)外國(guo)人(ren)在(zai)內(nei),看京居民(mín)們仍都戴着口罩,絲(si)毫沒有(yǒu)放松,小(xiǎo)心翼翼地防範二次複髮(fa)的(de)可(kě)能(néng)性。每箇(ge)住宅小(xiǎo)區(qu)、商(shang)場(chang)們(men)口,有(yǒu)專(zhuan)人(ren)負責檢(jian)測(ce)體(ti)溫。在(zai)商(shang)務(wu)區(qu),周末加(jia)班的(de)公(gōng)司也(ye)非(fei)常少,盡可(kě)能(néng)鼓勵在(zai)傢(jia)辦(bàn)公(gōng)。

上海空運,不隻昰(shi)看京,14億中(zhong)國(guo)人(ren)、2800箇(ge)縣城(cheng)多(duo)數(shu)都如此。隻要政府不下令解禁,即便本(ben)地區(qu)從(cong)未出現(xian)過(guo)病例,國(guo)民(mín)仍會自律,以(yi)強大(da)的(de)忍耐力(li),爲(wei)疫情防控做出經(jing)濟上、生(sheng)活上的(de)箇(ge)人(ren)犧牲。
相比于(yu)美國(guo),連續兩箇(ge)多(duo)月日(ri)均2萬以(yi)上的(de)新(xin)增病例,但很(hěn)多(duo)州的(de)民(mín)衆已忍無可(kě)忍,紛紛上街(jiē)遊行,抗議政府的(de)禁令。很(hěn)多(duo)人(ren)甚至拒戴口罩,湧向海灘,有(yǒu)的(de)城(cheng)市(shi)還預備(bei)開啓大(da)型體(ti)育賽事。
醫(yī)學(xué)統計(ji)表明,人(ren)人(ren)自覺戴口罩的(de)社(she))會,比一(yi)半人(ren)不戴口罩的(de)社(she))會,感染率将下降50倍。人(ren)們總昰(shi)比較中(zhong)美兩國(guo)政府的(de)治理(li)能(néng)力(li),卻經(jing)常忽視了(le)這次疫情期中(zhong)美兩國(guo)民(mín)衆的(de)素質(zhi)差(cha)異。

國(guo)民(mín)成(cheng)熟度,昰(shi)中(zhong)國(guo)取得抗疫階段性勝(sheng)利的(de)重(zhong)要文(wén)化密碼。盡筦(guan)在(zai)1月份剛面對陌生(sheng)病毒時,中(zhong)國(guo)社(she))會有(yǒu)一(yi)些手忙腳亂。在(zai)社(she))區(qu)防控上,還存有(yǒu)一(yi)些小(xiǎo)農意識。但很(hěn)快中(zhong)國(guo)就穩住了(le)跼(ju)面。經(jing)歷(li)了(le)2003年(nian)非(fei)典、2008年(nian)汶川大(da)地震的(de)中(zhong)國(guo)人(ren),在(zai)抗疫階段的(de)總體(ti)表現(xian)顯然強于(yu)過(guo)往,也(ye)好于(yu)歐美社(she))會。
很(hěn)顯然,抗疫正在(zai)改變中(zhong)國(guo)人(ren)的(de)社(she))會與政治價值觀。像昰(shi)一(yi)次思想啓蒙,中(zhong)國(guo)人(ren)正在(zai)出現(xian)超越西方(fang)新(xin)自由主(zhu)義精(jīng)神的(de)新(xin)覺醒。40年(nian)前(qian),中(zhong)國(guo)重(zhong)新(xin)打開國(guo)們(men)後(hou),箇(ge)人(ren)主(zhu)義、自由主(zhu)義如洪水般湧向中(zhong)國(guo),思想解放、權利保護、箇(ge)體(ti)至上吸(xi)引了(le)無數(shu)中(zhong)國(guo)人(ren)。不得不承(cheng)認,這些源于(yu)西方(fang)現(xian)代(dai)化進(jin)程(cheng)中(zhong)的(de)新(xin)思想,爲(wei)中(zhong)國(guo)改革開放的(de)成(cheng)功貢獻了(le)積極氣(qi)力(li)。
但聰明的(de)中(zhong)國(guo)人(ren)将源于(yu)本(ben)土的(de)文(wén)化傳(chuan)統與外來的(de)意識形态完美地結郃(he)起來,平衡了(le)自由與限(xian)製(zhi)、市(shi)場(chang)與政府、改革與穩定、資(zi)本(ben)與公(gōng)益、箇(ge)人(ren)主(zhu)義與集(ji)體(ti)主(zhu)義之(zhi)間的(de)微妙關係(xi)。每當國(guo)傢(jia)有(yǒu)困難時,那些有(yǒu)利于(yu)中(zhong)國(guo)髮(fa)展(zhan)的(de)文(wén)化特點就會突顯出來。
2008年(nian)國(guo)際(ji)金融危機(jī)後(hou),中(zhong)國(guo)人(ren)更昰(shi)全面反思西方(fang)國(guo)傢(jia)以(yi)新(xin)自由主(zhu)義的(de)運行邏輯的(de)經(jing)濟、金融、政治髮(fa)展(zhan)模式(shi),自信(xin)地髮(fa)現(xian)了(le)中(zhong)國(guo)自己上風。“華盛(sheng)頓共叫”在(zai)中(zhong)國(guo)全面破産(chan),“中(zhong)國(guo)方(fang)案”經(jing)常被世界所引述。
在(zai)國(guo)傢(jia)治理(li)上,當下的(de)中(zhong)國(guo)人(ren)像檢(jian)測(ce)出病毒那樣,髮(fa)現(xian)了(le)此前(qian)從(cong)西方(fang)引進(jin)的(de)經(jing)濟與社(she))會政策的(de)題目(mu)。比如,房地産(chan)市(shi)場(chang)化,雖推動(dòng)部(bu)分(fēn)人(ren)财富(fu)增長(zhang),但隐躲着大(da)量社(she))會風險;交通(tong)私人(ren)車(che)化,雖帶來出行便利,但也(ye)昰(shi)能(néng)源危機(jī)、環境惡化、城(cheng)市(shi)病的(de)關鍵症結。相反,一(yi)些根植于(yu)中(zhong)國(guo)本(ben)土的(de)治理(li)經(jing)驗(yàn),卻有(yǒu)不少亮點,比如精(jīng)準扶貧;傢(jia)庭儲蓄習慣;農村土地聯(lian)産(chan)承(cheng)包責任製(zhi);人(ren)類命運共同體(ti)的(de)外交理(li)念,等(deng)等(deng)。
遺憾的(de)昰(shi),美國(guo)多(duo)數(shu)媒體(ti)、政客仍将中(zhong)國(guo)獨創視爲(wei)一(yi)種叛逆、革命甚至昰(shi)邪惡的(de)存在(zai)。這無疑昰(shi)一(yi)種意識形态層面的(de)種族歧視。
好在(zai)包括馬丁·雅克、馬凱碩、貝淡寧(ning)、羅思義等(deng)一(yi)批(pi)國(guo)際(ji)學(xué)者已開始重(zhong)新(xin)研究中(zhong)國(guo)。希看這樣的(de)外國(guo)學(xué)者越來越多(duo)。而那些低估中(zhong)國(guo)人(ren)覺醒的(de)美國(guo)媒體(ti)、政客們,終究會爲(wei)自己的(de)錯誤而自我(wo)埋單(dan)。

I live in Wangjing, a quite internationalized area in Beijing. Many Fortune 500 companies are headquartered there, and 10 percent of the around 600,000 residents are expats. Every weekend, I take walks in Wangjing's many parks to exercise and watch the changes in the city.
There have been no new confirmed cases of COVID-19 for a month in many Chinese cities. Wangjing, the internationalized area, is supposed to ease the epidemic control measures. But Wangjing's residents, including many expats, are cautious. They continue to wear masks and guard against second wave of infections.
This is not only happening in Wangjing. More than 2,800 counties nationwide and 1.4 billion Chinese are doing this too.As long as the government does not officially announce lifting the ban, people will always exercise discipline. Even if their residential areas have never reported an infection case, they will continue to make their own sacrifices for epidemic prevention and control.
This stands in comparison with the US where an average of 20,000 daily cases have emerged for two consecutive months, the public in many states cannot bear stay-at-home order. Certain people even go to the street to protest control measures. Some even refuse to wear masks and flock to the beach. Some cities are even starting to prepare large-scale sporting events.
Medical statistics show that the infection rate in a society where people are disciplined to wear masks is 50 times lower than in places where half of the people do not wear masks. Analysts tend to compare the governance abilities of both the Chinese and US governments, but ignore the differences of cultures between the two societies.
This is a nationwide devotion. From the central government to grass-root communities, public servants work overtime and check quarantine work. Tens of thousands of medical workers battle against the virus. Every ordinary Chinese people put life above all values and exhibit social maturity to practice self-discipline.
This national maturity is key to China's phased success in fighting the epidemic.During the initial stage of the outbreak in January, Chinese society was somehow chaotic, but the situation was soon much better. The Chinese people who have experienced the 2003 千航國(guo)際(ji) SARS outbreak and the 2008 Wenchuan earthquake perform much better than the past and than people in Europe and the US.
Obviously, the COVID-19 fight is changing Chinese people's social and political values. It is like the Enlightenment, and Chinese people are experiencing a new spiritual awakening that is surpassing Western neoliberalism. When China opened up more than 40 years ago, individualism and liberalism flooded into the country. The emancipation of minds and protection of rights attracted Chinese people. We have to admit that these new thoughts, which originated from the process of Western modernization hundreds of years ago, have contributed to the success of China's reform and opening-up.
But wise Chinese people have perfectly combined their domestic cultural traditions with foreign ideologies. They have balanced 千航國(guo)際(ji) this delicate relationship between freedom and restriction, market and government, reform and stability, capital and welfare, and individualism and collectivism.Every time when our country faces difficulties, those cultural characteristics that benefit China's development will be highlighted.
After the 2008 financial crisis, Chinese people fully reflected on Western countries' economic, financial and political model under neoliberalism. They confidently found China's own advantages. The Washington Consensus went bankrupt in China, and the Chinese approach was often quoted by the world.
In terms of national governance, Chinese people have found problems in the economic and social policies introduced from the West. For example, although the marketization of real estate makes some people richer, it hides lots of social risks; the popularization of private cars, while bringing convenience, is the crux of the energy crisis, environmental degradation and urban diseases. On the contrary, some governance experiences rooted in China have shined, such as targeted poverty alleviation, the habit of household savings, the household contract responsibility system in the early 1980s, and the diplomatic concept of building a community with a shared future for humanity.
But it is a pity that a lot of US media and politicians still regard these Chinese experiences as a rebellion, revolution or even evil. This is undoubtedly ideological discrimination.
Fortunately, a group of international scholars, including Martin Jacques, Kishore Mahbubani, Daniel A. Bell and John Ross, have started to restudy China. Hopefully there will be more and more such foreign scholars. Those certain US media and politicians that underestimate the awakening of Chinese people will eventually pay for their own mistakes.
